Les archives ouvertes s’inscrivent de plus en plus solidement et durablement dans le paysage documentaire de l’enseignement supérieur. Si les organismes de recherche ont été précurseurs pour la création d’archives ouvertes, les grandes écoles, mais surtout les universités ont désormais massivement rejoint le mouvement. Signe de cette progression notable, 82 % des répondants disposent en 2017 d’une archive en production ou en cours de mise en œuvre, contre 62 % en 2014. The Roadmap to Finnish Open Science and Research

Finland published its open science roadmap at the end of November 2014. This roadmap is based on the work of the Open Science and Research Initiative (ATT), a cross-administrative initiative established by the Ministry of Education and Culture. The goal of this initiative is to promote open science and availability of information. Exploration of recent developments of open access in the EU shows that Finland is not among the leading countries in the EU. This paper focuses on the practical action plan of this roadmap and describes how the weakest part of Finnish open science, green open access is to be lifted at international top level. peerReviewed

French Higher Education Institutions (HEIs) are, for 89% of the respondents to the survey, now having their own open repository, or declaring to be in the implementation phase (compared to 82% in 2017 and only 62% in 2014). It can therefore be considered that almost all HEIs now offer a green open access repository or signalling solution to their researchers. The « still in progress » or suspended projects are rather related to the current recomposition of the Higher Education landscape. The most obvious obstacles to the latest implementations remain both the low involvement of researchers in the project and the human resources allocated.
